You don't need to create a literal zodiac kingdom or make every character's star sign part of the story. Borrow the Symbol

Ask not only “What is this character good at?” but “When does that strength become dangerous?”

Perhaps twelve ancient houses each claim descent from a different celestial guardian. Children born beneath particular constellations could be believed to possess certain abilities. Or you could invent an entirely original zodiac for your fantasy world, keeping the idea of elemental groupings while replacing the familiar constellations with creatures and legends from your own mythology. Mix, Match & Change the Rules
Most importantly, you don't have to follow astrology faithfully. This is creative inspiration, not a rulebook.
Combine the dreamlike qualities of Pisces with the ambition of Capricorn. Put a Scorpio-inspired character inside a beautiful Libra-inspired kingdom. Give an Aries warrior Cancer's moonlit coastal setting. Take the celestial imagery of Gemini and turn it into an Aquarius-style experimental society.
The further you move from simply copying a star sign and start asking “What could I make from this?”, the more original your fantasy world can become.
